Villanueva's journey began in 2002 when he was appointed Presiding Judge of the Regional Trial Court (RTC) Branch 255 in Las Piñas City. He went on to serve in key judicial posts, including acting presiding judge stints in Taguig and Manila. In 2009, he served as executive judge of the Las Piñas RTC, playing a leading role in the Philippine Judges Association as its executive vice president.

From Court Administration to Supreme Court

In 2010, Villanueva transitioned to judicial administration as deputy court administrator, overseeing the performance of courts across the country. He was known for his behind-the-scenes influence in court policy, chairing and participating in multiple Supreme Court committees, and frequently leading Bids and Awards panels for judicial procurement.

As Court Administrator since March 2022, Villanueva has been instrumental in efforts to streamline judicial performance and integrity oversight. His eloquent leadership style has earned him recognition as a respected figure in the judiciary.
