According to DOLE Officer in Charge Undersecretary Benedicto Ernesto Bitonio Jr., it is essential to bolster social protection programs for workers affected by disruptions. The department remains committed to protecting employment and welcoming support measures such as subsidized transportation and flexible work arrangements.

DOLE has strengthened its partnership with the IT & Business Process Association of the Philippines (Ibpap) to expand employment opportunities, particularly for young workers. This includes maximizing job placement channels and ensuring that training programs meet current employer skill requirements.

Initiatives to Support Workers

To mitigate the impact of global energy disruptions, DOLE has set aside a P1.2-billion standby fund to protect the country's most vulnerable workers. The department is also mobilizing its Kabuhayan and Tulong Panghanapbuhay sa Ating Disadvantaged Workers (Tupad) emergency employment program, which offers 10-30 days of community work for displaced workers.

Additionally, the DOLE Integrated Livelihood Program (DILP) provides resources such as working capital in the form of raw materials, equipment, tools, and jigs to help vulnerable and marginalized workers start, enhance, or restore their livelihood.

Supporting Repatriated Overseas Filipino Workers

DOLE is providing focused attention to repatriated overseas Filipino workers, collaborating with the Department of Migrant Workers and the Overseas Workers Welfare Administration to offer job matching, skills training through Technical Education and Skills Development Authority, and livelihood assistance.

Job Opportunities

DOLE has conducted 144 nationwide job fairs, connecting jobseekers from fresh graduates to displaced workers with new opportunities. All 16 regional wage boards have issued adjustments for the 2025-2026 cycle, with the latest increase in Bicol set to take effect on April 8.

National Tripartite Industrial Peace Council

DOLE will convene the National Tripartite Industrial Peace Council to craft stronger, coordinated strategies in response to the energy emergency. This council will bring together stakeholders from government, labor, and management to address the challenges facing the IT-BPM sector.
