To address this concern, the government has taken a crucial step by allocating P182 million in the 2026 national budget to fund scholarships for master's degrees in Guidance Counseling or Psychology and other specializations.

The scholarships are designed to support future guidance counselors, therapists, and other allied health professionals, aligning with the government's efforts to promote mental health in basic education and support inclusive education for learners with disabilities. According to EdCom 2 Commissioner Sen. Sherwin Gatchalian, these investments will ensure that our Schools Division Offices and Inclusive Learning Resource Centers are staffed with multidisciplinary teams – from registered guidance counselors and psychologists, to therapists.

A public school in a rural area may have only one guidance counselor serving multiple schools. With these scholarships, they can now hire additional staff to provide more targeted support.
An inclusive learning resource center might previously struggle to find therapists and psychologists to work with students with special needs. This funding will help bridge that gap.

A Return-Service Agreement Commitment to the Community

To ensure that scholars are deployed where they're most needed, the government has implemented a return-service agreement. Scholars will commit to serving in public schools or government health facilities for a period equivalent to the number of years they received the scholarship.

Prioritizing Special Needs and Early Childhood Education

The Teacher Education Council (TEC) also received P103 million for its Teacher Education Scholarship program, with a focus on addressing widespread teacher specialization mismatches. The slots include 500 dedicated positions for Special Needs Education and another 500 for Early Childhood Education. As EdCom 2 Executive Director Karol Mark Yee notes, by specifically targeting Special Needs and Early Childhood Education, we are moving from merely counting teachers to ensuring we have the right teachers for the specific needs of Filipino learners.
