However, Rep. Miro Quimbo of Marikina 2nd District is determined to change this status quo. His House Bill 1421 forms part of the consolidated substitute bill approved by the House of Representatives' Special Committee on Senior Citizens, aiming to make social pension mandatory for all senior citizens.
