Marcos Designates DFA Chief Lazaro Special Envoy on Myanmar Situation A New Era of Diplomacy?

As the Philippines assumes the chairmanship of the Association of Southeast Asian Nations (ASEAN) in 2026, President Ferdinand Marcos Jr. has appointed Foreign Affairs Secretary Ma. Theresa Lazaro as special envoy to facilitate a peaceful solution to the Myanmar crisis. This move marks a significant milestone in the country's pursuit of international cooperation and diplomacy.

During the national launching of ASEAN's chairship, Marcos emphasized that the Philippines would continue to champion peace, stability through dialogue, adherence to international law, and enhanced cooperation on traditional and non-traditional security issues. He underscored the importance of ASEAN's founding principles, including the Treaty of Amity and Cooperation, and the United Nations Charter.

We believe that through cooperation and understanding, ASEAN can further strengthen its role as a force for peace and progress in the global community, Marcos said. In this spirit, I am pleased to announce the appointment of Secretary Ma. Theresa P. Lazaro as the Philippines' Special Envoy of the Chair on Myanmar.

Lazaro's appointment is significant, as she will bring a constructive, principled, and inclusive approach to supporting the people of Myanmar. Guided by the mandate she was given and the ASEAN Five-Point Consensus (5PC), Lazaro will work towards finding a peaceful solution to the crisis.

The 5PC is a roadmap for peace in Myanmar that was agreed upon by ASEAN leaders in 2021. It consists of five key elements immediate cessation of violence, constructive dialogue to seek a peaceful solution, mediation for a dialogue facilitated by a Special Envoy of ASEAN, humanitarian assistance from ASEAN, and meeting by the Special Envoy with all parties concerned in Myanmar.

As the Philippines takes on the role of ASEAN Chair, it is crucial that Lazaro brings her expertise and experience to the table. With her appointment as special envoy, the country can continue to play a vital role in promoting peace and stability in the region.
