Co, a key figure in the corruption probe, was investigated and charged over the questionable P289.5-million flood control project in Oriental Mindoro, which ballooned to at least P35 billion from 2022 to 2025. In a video message, Marcos Jr. emphasized that Co's passport has been canceled and instructed the Department of Foreign Affairs and the Philippine National Police to coordinate with their embassies abroad to prevent Co from hiding in another country.

The cancellation follows earlier arrest warrants issued on November 21, as well as the freezing of about P12 billion in assets, including helicopters, airplanes, bank accounts, and insurance policies, which were linked to Co.
In related news, former senator Bong Revilla has submitted a counter-affidavit to the Department of Justice denying allegations that he received kickbacks from government-funded flood control projects in Bulacan. Revilla's lawyer, Francesca Lourdes Peña, insisted that the allegations were false and politically motivated, stating that her client hopes for a fair review of the evidence.
