Empowering Small Traders Senate Pushes Bill on Financing for Micro and Small Enterprises

As the global economy continues to evolve, it's essential to support the growth of micro and small enterprises (MSEs), which are the backbone of our economy. The Philippine Senate is taking a significant step in this direction by considering the approval of Senate Bill (SB) 2385, which aims to establish a financing program for MSEs.

Understanding SB 2385

This bill, also known as the Pondo sa Pagbabago at Pag-asenso Act (P3 Act), was submitted jointly by several committees in the Senate. The bill takes into consideration House Bill (HB) 7363 and seeks to provide an affordable, accessible, sustainable, and simple financing program for MSEs.

The Objectives of SB 2385

By approving this bill, the Philippine government can foster comprehensive national development, promote inclusive growth, reduce poverty, and support entrepreneurship. The P3 Program will achieve these objectives by providing

1. Microfinance or Credit Affordable loans to MSEs to help them grow their businesses.
2. Cash Assistance Financial aid to assist MSEs in recovering from disasters.
3. Capacity Building Training and capacity-building programs to equip MSEs with the skills they need to succeed.

Collaboration for Success

The Small Business Corporation (SBCorp), as the financing arm of the Department of Trade and Industry (DTI), will lead the implementation of the P3 Program. This collaboration between government agencies, financial institutions, and MSEs is crucial for the program's success.

A Budget for Growth

The initial budget for the P3 Program is PHP 100 billion for the first two years, with an additional PHP 500 million allocated as a special development fund for its initial implementation. The fund will be held in trust by the DTI in collaboration with government financial institutions, such as the Development Bank of the Philippines and the Land Bank of the Philippines.

Conclusion

By approving SB 2385, the Philippine Senate is taking a significant step towards empowering small traders and promoting entrepreneurship. This bill has the potential to create a more sustainable and inclusive economy, which can lead to long-term growth and development. Collaboration between government agencies, financial institutions, and MSEs will be key to the program's success.
