The Ultimate Guide to Collaborative Efforts in Socialized Housing Engaging Sectors for Community Development

As the world grapples with the challenge of providing affordable housing, it has become increasingly clear that a people-centered approach is essential. This requires a collaborative effort among sectors, including the private sector, government, and community.

Socialized housing goes beyond building houses; it means providing support and creating livable spaces for people. As emphasized by Jose Gabriel Soberano, Assistant Vice President for Business Development at Cebu Landmasters Inc. (CLI), during the 2025 National Developers Conference People must be put at the center of housing.

The Power of Collaboration in Socialized Housing

To effectively address the needs of the socialized housing sector and the current housing backlog in the country, which is expected to increase from 6.6 million units to 10.9 million by the end of 2028, a collaborative approach is necessary.

CLI has taken a people-centered approach to socialized housing, partnering with local government units (LGUs), private sector organizations, non-governmental organizations, and civil society organizations to provide underserved and marginalized families with access to housing.

Lessons from CLI's Experience in Socialized Housing

Soberano shared his experience of starting small, with a 3-hectare development called San Josemaria Village in Balamban, Cebu. This project not only provided homes for the people but also created livable spaces.

CLI's LEAD program, the company's socialized housing partnership framework, involves lending expertise and LGU capacity building on property management and community program development. The program also includes community needs assessment and beneficiary preparation through pre-settlement and pre-move-in activities.

Integrated Community Development A Key to Success

The Sugbo Walk Up One in Barangay Lorega-San Miguel in Cebu City is CLI's first medium-rise socialized housing project, completed in 2022. This project provided homes for 100 informal settler families (ISFs) who were relocated from danger zones or no-build areas.

Sugbo offers a range of amenities, including solar-powered common areas, green wall walkways, PWD access, and a livelihood training and multi-purpose hall. Soberano stressed that Sugbo was not just about construction but about creating a thriving community.

Fidelity in Practice A Commitment to Community Development

CLI's commitment to fidelity is evident in its socialized housing projects. The company's LEAD program prioritizes community needs assessment, beneficiary preparation, and integrated community development support.

In the Tipolo Residences Community in Mandaue City, Cebu, CLI's second medium-rise socialized housing project, 90 families who were victims of a 2019 fire have found a home. The project also offers vertical gardening training, solid waste management, and health and wellness activities.

Conclusion Collaborative Efforts Lead to Sustainable Community Development

Socialized housing requires a collaborative effort among sectors, including the private sector, government, and community. A people-centered approach is essential, with a focus on providing support and creating livable spaces for people.

CLI's experience in socialized housing serves as a testament to the importance of fidelity in practice. The company's commitment to engaging stakeholders, prioritizing community needs assessment, and providing integrated community development support has led to successful projects that benefit underserved and marginalized families.

By integrating sectors and focusing on the people we are building for, we can create thriving communities that prioritize livability and sustainability.

Enjoy the little things in life. For one day, you may look back and realize they were the big things. Many of life's failures are people who did not realize how close they were to success when they gave up.
